Invitation for Bids_for Rehabilitation of selected post offices in the Northern Region

1. The Government of Ghana has received a Credit from the International Development Association toward the cost of the eTransform Project, and intends to apply part of the  proceeds toward payments under the contract for the Rehabilitation Post Offices as eService Centres at Tamale and Walewale Post Offices

 2.  The Ministry of Communications now invites sealed bids from eligible bidders for the Rehabilitation of Post Offices as eService Centres at Tamale and Walewale Post Offices. The construction duration is Four (4) Calender months. 

 3.  Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers  edition of edition of January 2011, Revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 

 4.  Interested eligible bidders may obtain further information from the Ministry of Communications and inspect the bidding documents during office hours 9:00 a.m. to 5:00 p.m. at the address given below.

5.  A complete set of bidding documents in English may be downloaded or emailed free of charge. Soft copies of the bidding documents are available free of charge online but hard copies may additionally be purchased by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of Two hundred and fifty Ghana Cedis (GH¢250.00) or  fifty US Dollars (US$50.00). The method of payment will be cash or bank draft in the name of the Ministry of Communications. The document may be directly downloaded from the website and/or collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount of US$150.00 for overseas delivery costs or GHS200.00 for local delivery costs by the bidder. The Ghana Post and the Ministry of Communications will not be responsible for any loss or late receipt of bidding documents.

 6.  Bids must be delivered to the address below on or before 10:00 a.m. on January 16, 2020. Electronic bidding will Not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 10:00 a.m. on January 16, 2020.

7.  All bids must be accompanied by a Bid-Securing Declaration.
