ASSIGNMENT TITLE: REVIEW AND UPDATE OF GOVERNMENT ENTERPRISE ARCHITECTURE AND EGOVERNMENT INTEROPERABILITY FRAMEWORK FOR GHANA

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assisting GoG to revise and upgrade the design, development, deployment and use of enterprise architecture for better strategies, processes, plans, structures, technologies and systems across the government and to validate existing eGIF documents and help redesign and redevelop an interoperability framework for Ghana that systematically addresses interoperability at the organizational, semantic and technical levels and provide the framework for better strategies, processes, plans, structures, technologies and systems across the government.
A consultancy firm will be required for the review and update of the Ghana Government Enterprise Architecture (GGEA) framework and eGovernment Interoperability Framework (eGIF).
The scope of services will include the following:
Scope of Services for the revision and upgrade of the GGEA
a. Spelling out the business case for the GGEA so that decision makers in government are suitably sensitized about its importance.
b. Reviewing the existing GGEA and incorporating international best practices on Enterprise Architecture. The result of the review should include a clearly defined policy on Enterprise Architecture and guidance on the adoption of Enterprise Architecture by the different MDAs.
c. Using modern modelling tools to describe business processes, data models, infrastructure design, etc.
d. Developing capacity within NITA, in identified institutions of excellence and MDAs to deal with issues relating to Enterprise Architecture.
e. Develop presentation material for dissemination to technology companies, government employees and the wider public on Enterprise Architecture.
f. Review and redefine Enterprise Architecture assessment methodology and a monitoring and evaluation framework for GGEA compliance.
Scope of services for Review & Update of the eGIF
a. Spelling out the business case for interoperability so that high-level decision makers in government are suitably sensitized about its importance.
b. Reviewing the existing eGIF documents prepared for the Government of Ghana and providing inputs on international best practices pertaining to interoperability that are relevant to Ghana. The result of the review should include a clearly defined policy on interoperability, guidance on open and proprietary standards that are widely in use, an approach to legacy integration, meta-data standards, security framework and reusable/common components.
c. Review of international standards and best practices for adoption in the identified interoperability areas.
d. Taking into account privacy, confidentiality, security and data protection issues in so far as these impact on interoperability and offering advice on any legal enactments and regulatory and policy changes that need to be put in place for ensuring compliance with eGIF.
e. Review any existing eGIF implementation plan and updating it for adoption across the public sector. The implementation plan will include a review of existing applications such as GIFMIS in the light of the interoperability framework and determine an action plan for migrating applications to conform to interoperability requirements. The plan will also provide recommendations on the organizational, semantic and technical interoperability across different MDAs.
In the process of designing and developing the framework it is proposed to build adequate capacity within government and in the private sector for dealing with interoperability issues in a comprehensive and competent manner.
The Ministry of Communications now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. demonstrated experience, knowledge and expertise in the design and implementation of interoperability frameworks.
b. proven access to international best practice in the field of Enterprise Architecture and Interoperability.
c. prior experience in the formulation and administration of policies and strategies relating to e-government.
d. wide ranging experience in managing large scale ICT projects in the public sector
e. leadership, communication and presentation abilities demonstrated by past assignments and publications; and
f. The demonstration that the firm has appropriate experts to undertake the assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based selection method set out in the Consultant Guidelines.
