
The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has inaugurated a new governing board for the National Communications Authority (NCA), tasking it to accelerate Ghana’s digital transformation and restore the country’s leadership position in Africa’s telecommunications landscape.
The brief swearing-in ceremony, held at the Ministry in Accra, saw Mrs. Mavis Araba Ampaa assume office as the first female Chairperson of the Authority, alongside a nine-member board comprising distinguished professionals from the communications, technology, academia, and governance sectors.
The board members include:

2. Hon. Mohammed Adam Sukpara (MP) – Deputy Minister, Member
3. Mr. Edmond Yirenkyi Fianko – Director-General of NCA, Member
4. Madam Mahama Seth Sayibu – Member
5. Mr. George Sarpong – Member
6. Madam Augustina Yaa Oye Odame – Member
7. Dr. Bishop Selasi Agyin Asare – Member
8. Mrs. Barbara Serwaa Asamoah – Member
9. Mr. George Atta Boateng – Member
Administering the Oath of Office and Oath of Secrecy, Hon. George congratulated the board and urged them to hit the ground running, noting that the NCA board was the last to be constituted under the new administration — nine months into government.
“We are finalizing a new Electronic Communications Act that will redefine Ghana’s digital landscape. You are coming in at a crucial moment to help us complete that transition and position Ghana for 5G deployment and readiness for 5G adoption,” he said.
He expressed concern over Ghana’s delayed rollout of 5G technology, noting that while the country once led Africa in 3G and 4G deployment, it now risks falling behind.
Hon. George therefore charged the board to prioritize spectrum efficiency, quality of service, and user experience.
“We’ve tackled data pricing and affordability — the next challenge is quality of experience. Citizens must feel the impact of our policies through faster, more reliable internet. That’s the legacy I want us to deliver,” he emphasized.
He also reminded the board to maintain a clear distinction between policy oversight and administrative operations, stressing that daily management remains the responsibility of the Director-General and his deputies.
Hon. Nartey George highlighted that the inauguration of the new NCA Board forms part of the Ministry’s broader strategy to consolidate Ghana’s digital economy and innovation agenda, which includes improving connectivity, promoting digital literacy, and expanding broadband access nationwide.
He further announced that 2026 will mark the NCA’s 30th anniversary, to be celebrated with major international events, including an African Telecommunications Union (ATU) and an International Telecommunication Union (ITU) conference, positioning Ghana as a continental hub for digital policy dialogue and regulatory innovation.
The Minister reaffirmed his confidence in the newly inaugurated board, describing it as diverse, competent, and forward-looking, and assured them of the Ministry’s continuous policy support.
“Our work directly impacts the lives of Ghanaians, from the data they use to the calls they make. Let’s make this sector one of the shining examples of the Mahama administration,” Hon. George concluded.
In her remarks, Mrs. Mavis Arthur expressed gratitude to the President and the Minister for the confidence reposed in her and her team. She reaffirmed her commitment to uphold integrity, innovation, and collaboration in steering the NCA’s mandate.
“This board represents a blend of experience, technical expertise, and public service commitment. We will work closely with the Ministry and management to strengthen regulatory oversight, enhance service delivery, and ensure that Ghana’s communications infrastructure meets global standards,” she said.
Mrs. Arthur added that the board would place particular focus on spectrum management, consumer protection, and supporting the industry’s transition toward 5G and emerging technologies
