Director, Human Resource Management (HRM)

Mr JOSEPH NERBOI TETTEH is the Director for the Human Resource Development and Management Directorate (HRMDD) of the Ministry of Communication, Digital Technology and Innovations.

He holds a Master’s Degree in Information Technology for Management from Ghana Technology University College, Bachelor of Arts Combine Honours from University of Ghana, Post Graduate Certificate and Diploma in Public Administration from Ghana Institute of Management and Public Administration (GIMPA) and as well as Professional Development Certificate in African Leadership in ICT from GESCI. He has also participated in the Senior Management programme at GIMPA.

As a career Civil Servant he has worked in Ministry of Communications, Republic of Ghana with responsibilities for both generalist and specialist duties. He started his Civil Service career life in 1997 and has worked continuously for 28 years. The Officer has previously worked with the Ministry of Communications, Transport and Communications, Communications & Technology, Communications & Dgitalisation, in the Research Statistics and Information Management Directorate as well as the Information Technology Directorate.


His knowledge within the sector includes public administration, Human Resource management and development, which involves planning and analysis, research and statistics, network, system administration, information security and recently cyber security.Other areas include auditing and accounting, securities and stock exchange, General and technical consulting. His current job responsibilities include initiation and formulation of appropriate HR policies to evaluate the efficiency and effectiveness of the performance of the Communications Sector as well as building the capacity of staff to facilitate the deliveries of sector mandate. The Directorate is also in charge of monitoring the training activities of all the Directorates and Units.

Policy Objectives

To ensure availability of appropriate number and competencies of personnel in the Ministry working in a coordinated and making optimal use of available resources in the achievement of set targets.

Functions

  • To initiate and formulate appropriate HR policies to evaluate the efficiency and effectiveness of the performance of the Communications Sector.
  • Establishes and maintains procedures for planning and controlling human resource development for the sector;
  • Provides guidance in determining training needs of all categories of manpower with its requisite skills mix, develops appropriate training and implementing programmes;
  • Coordinates the training and manpower development budget and institutes programmes to back up its implementation;
  • Periodically reviews rules, regulations and procedures relating to training in the sector;
  • Advises on the preparation and application of training criteria, methodologies and techniques appropriate to the sector;
  • Establishes appropriate and effective linkages with the other sectors of the economy and governance for the management and development of Human Resource within the Sector;
  • Ensures the establishment of standards of recruitment, selection and placement of staff in the Sector as well as monitor their progress and ensures their efficiency and commitment to work;
  • Institutes measures to provide inter-linkages between sectoral plans and those of implementing agencies relating to training and manpower development for their optimum utilization;
  • Formulates policies to cater for the periodic review of organizational structures including job classification and description in the sector;
  • Facilitates the periodic management and organizational reviews, job inspections and job descriptions, schemes of service and career progress plans for the sector;
  • Formulates and institutes welfare, accommodation and safety policies and ensure compliance to labour laws and regulations in the sector;
  • Manages the Performance of Staff in the Directorate.

Units Under the Directorate

The Directorate comprises the following units:

  • Sector HR Planning Unit: This Unit initiates strategies and facilitates the career planning of staff of the Ministry. This involves regular deployment, secondments, postings, transfers, and development of Schemes of Service.
  • Sector Development and Training Unit: It initiates the review and development of career training policies and guidelines. It also collates the training needs identified through staff performance appraisal systems for implementation. The unit also ensures the promotion of staff based on approved requirements.
  • Sector Performance Management Unit: The unit is responsible for developing the framework for institutional and staff performance management including staff appraisal and performance contracts/agreements.
