Introduction

The Director for the Human Resource Management Directorate (HRMD) is one of the four-line Directorates which supports the Ministry of Communications and Digitalization (MoCD) in achieving its mandate.

The Directorate is in charge of monitoring the training activities of all the four (4) line Directorates/Units namely: -

• Finance and Administration (F & A)
• Policy Planning and Monitoring Directorate (PPMED)
• Research, Statistics and Information Management (RSM)
Information and Technology Unit (IT)

Mission

To provide effective Human Resource management by developing and implementing policies, programs and services through the use of world class communication infrastructure and services.

 

Core Functions:

 

  • Facilitates the development of job and staff profiles of the Ministry.
  • Initiates the review of human capital development policies and guidelines
  • Collates and coordinates annual training plans of the Ministry and its Agencies
  • Monitors the implementation of the human capital development interventions within the Ministry.
  • Advises on staffing requirements and establishment levels of the Ministry to the Office of the Head of Civil Service.
  • Maintains database on serving and retired Staff for future referencing.
  • Provides strategic support for the other Directorates.

Budgeting:

  • Preparation of Directorate’s workplan and Ministry’s annual workplan
  • HR inputs into Ministry ‘s annual budget estimates
  • HR inputs into Ministry’s annual Procurement Plan

Salary and welfare:

  • Validation of monthly salaries
  • Deals with Issues relating payment of salaries.
  • Handles all welfare related matters e.g. weddings, funerals etc

Monitoring and evaluation:

  • Tracks the implementation of all activities to meet deadlines and reports are of high standard.
