Director's Profile

Mr. Austin Hesse is the Director for Human Resource Management (HRM) Directorate. With over 20 years of experience in the Civil Service, He has held various positions of increasing responsibility, including Director of HRM, Deputy Director of Policy Planning, Monitoring and Evaluation, and Assistant Director. In these roles, He has demonstrated a proven track record of success in developing and implementing policies, managing projects, and evaluating programs. He is also skilled in strategic planning, public administration, and financial management.
He holds MBA in Human Resource Management, a Postgraduate Diploma in Monitoring and Evaluation, and a Postgraduate Diploma in Public Administration. I am also a member of the Society for Human Resource Practitioners.
From 2023 to the present, he has served as the Director of HRM in the Ministry of Communications and Digitalisation. In this role, he is responsible for initiating HRM policies and practices for the sector, establishing and maintaining procedures for planning and controlling human resource development, providing guidance in determining training needs, developing appropriate training programs, and coordinating the training and manpower development budget. I also advise on the preparation and application of training criteria and methodologies.

Prior to this, he was the Deputy Director of Policy Planning, Monitoring and Evaluation in the Ministry of Chieftaincy and Culture from 2009 to 2013. In this role, he was responsible for monitoring the implementation of key priority projects of the Ministry, and Performance Reports. I also provided leadership in the preparation of the Ministry’s Budget Estimates, Sector and Divisional Annual Action Plans, and the Ministry’s Sector Medium-Term Development Plans. I also prepared Annual Performance Reports of the implementation of the Ministry’s Annual Action Plans.

From 2007 to 2009, he was an Assistant Director I in the Policy Planning, Monitoring and Evaluation Division of the Ministry of Information. In this role, I coordinated information on performance by institutions under the Ministry, monitored the implementation of all field programs and projects within the Chieftaincy institution, and ensured the economical utilization of budget provisions. I also developed a comprehensive system for monitoring and evaluating programs and projects of implementing agencies with a view to determining program effectiveness and efficiency.

 

His earlier experience was as an Assistant Director IIB in the Finance and Administration/Estate Officer Division of the Ministry of Information from 2003 to 2006. He is a highly motivated and results-oriented individual with a strong commitment to public service. My vision is to create a highly motivated and productive workforce where teamwork, dedication, customer sensitivity, and professionalism are highly valued. He is set goals to implement flexible and remote work policies, as well as create a diverse and inclusive workforce. I believe that these goals will help to create a more efficient and effective public service that better serves the needs of the people.

About the HRM Directorate


The Human Resource Management Directorate (HRMD) is one of the four-line Directorates which supports the Ministry of Communications and Digitalization (MoCD) in achieving its mandate.

The Directorate is in charge of monitoring the training activities of all the four (4) line Directorates/Units namely:

  • Finance and Administration (F & A)
  • Policy Planning and Monitoring Directorate (PPMED)
  • Research, Statistics and Information Management (RSM)
  • Information and Technology Unit (IT)

  • Tracks the implementation of all activities to meet deadlines and reports are of high standard.
