Director, Innovations

Mr. Emmanuel Ofori, Director in charge of the Innovations Directorate of the Ministry of Communication, Digital Technology and Innovations, is primarily responsible for identifying, developing, and executing strategic initiatives that promote innovation, collaboration, and economic advancement within the ICT sector. Additionally, he leads innovative interventions, ensuring policy alignment, and fostering partnerships with various stakeholders, including government agencies, private sector entities, and international organisations.

His responsibilities include facilitating the coordination and passage of the Ghana Innovation and Startup Bill to guide the ecosystem. He also collaborates with key stakeholders to establish and refine regulations that foster an innovative-friendly environment. Additionally, he initiates policies for incentivizing creativity, digital transformation, and technological advancements.

Mr. Emmanuel Ofori has extensive knowledge and leadership in the development and implementation of Spectrum Management, ICT Policies and Regulations governing the Communications sector. With over 23years experience in the Civil Service, Mr. Emmanuel Ofori has been part of a team that developed the Ghana ICT for Accelerated Development Policy, National Telecom Policy, Digital Terrestrial Television Policy, Ghana Digital Economy Policy and Strategy. He has also contributed to the development of various policy initiatives in the ECOWAS sub-Region.

He holds a Master of Science in Management Information Systems from Coventry University/ GTUC, Bachelor of Science in Electrical/Electronic Engineering from Kwame Nkrumah University of Science & Technology, Post Graduate Certificate in Public Administration from Ghana Institute of Management and Public Administration (GIMPA), Certificate in Spectrum Management, Spectrum Auction Design and Standard Development from Carnegie Mellon University, Kigali, Diploma in Regulatory and Privatization Issues in Telecommunications from United States Telecommunications Training Institute, Diploma in Telecommunications Management from Commonwealth Telecommunications Organization, UK, Certificate in Public Policy Analysis from University of Ghana Business School, Certificate in African Leadership in ICT from Global e-Schools and Communities Initiative and Certificate in Regulatory Impact Assessment (RIA) from Ministry of Trade and Industry.

He is a member of the Chartered Institute of Administrators and Management Consultants, Ghana, the Ghana Innovation and Startup Working Group, National Engineering Coordinating Team, SIM Re-Registration Committee, National ECOWAS Roaming Implementation Committee and National Technical Committee (TC 24) on Telecommunications and ICT Equipment Standards.

He worked in the PPBME directorate as the Lead of the Policy Unit and had the opportunity to serve as the Head of the PPBME Directorate from 2023-2024. As the Girls-in-ICT Coordinator within the same period, I lead the team to train 5,000 girls and 500 teachers in 5 Regions and introduced innovative reforms for efficient and successful implementation of the GIICT programme.

  • onitor industry trends, emerging technologies, and public needs to identify potential innovation opportunities.
  • Facilitate cross-functional collaboration and engagement of key stakeholders in the innovation space.
  • Organize innovative competitions nationwide.
  • Conduct periodic assessments of innovative projects to ensure alignment with national development priorities.
  • Provide data-driven insights and recommendations to refine innovative strategies and improve outcomes.
