Director, PPBME

Mr. Austin Hesse is an astute Civil Servant with over 28 years in active service. He has risen through the ranks to the current position as Director, Policy Planning, Budgeting, Monitoring and Evaluation. He is versatile and holds certifications in several areas.
After working for a while as a messenger, he earned a Bachelor of Arts (Population and Family Life Education) Degree from the University of Cape Coast. He then pursued a Postgraduate Certificate and later a Postgraduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA) and a Master of Business Administration from the prestigious Sikkim Manipal University (India). He then pursued a Postgraduate Diploma in Monitoring and Evaluation from GIMPA.
Additionally, he holds professional certificates in Africa Leadership in ICT, Telecom Management, Policy Development and Analysis, Action Planning and Strategic Planning, and Conflict and Crises Management.
He has held several positions in the Civil Service in the Finance and Administration Directorate, Research, Statistics and Information Management Directorate, Human Resource Management Directorate and finally the Policy Planning, Budgeting, M&E Directorate.
Austin served on the Postal and Courier Services Regulatory Commission (PCSRC) Board from 2023-2024. He played a meaningful role in the review of PCSRC current Act and Regulation. He is a member of the Ministry’s Audit Committee and the Entity Tender Committee.
He has been instrumental in the development of Sector Medium-Term Development Plans, Action Plans, Monitoring and Evaluation Frameworks and Budget Estimates.
Until his present appointment as Director, Policy Planning, Budgeting, M&E in January 2025, Mr. Austin Hesse served as the Director, Human Resource Management from 2023 to 2024.
Mr. Hesse is married to Mrs. Doris Hesse, and they have two children.

Directorate Functions

Core Functions

The Directorate as part of its mandate performs the following:

  • Initiate and formulate policies taking into account the needs and aspirations of the people.
  • Undertake development planning in consultation with the National Development Planning Commission (NDPC).
  • Coordinate and monitor the implementation of sector-wide digital initiatives and track its outputs.
  • Coordinate, monitor and evaluate the efficiency and effectiveness of the performance of the sector.
  • Collaborate with Development Partners and Regional Bodies for the attainment of Continental Digital initiatives .

Units under the Directorate

The Directorate has four Units, namely:

  • Policy Coordination Unit

    The Unit initiates and coordinates the broad sector policies of the Ministry.
  • Planning and Budgeting Unit

    The Unit leads in the design and provision of plans based on a sound framework for the effective implementation of the Ministry’s planned programmes, projects and activities. It is also responsible for preparing sector budget and the provision of technical guidance to Management on budgetary matters.
  • Monitoring and Evaluation Unit

    The Unit ensures the provision of an effective basis for measuring the various stages of programs and projects of the Ministry as well as providing an objective basis for assessing the effectiveness of its programs and projects.
