
The Minister for Communication, Digital Technology, and Innovations, Hon. Samuel Nartey George(MP), yesterday (02-09-2025) met with the Mobile Money Agents Association of Ghana to discuss pressing issues affecting the industry. The meeting aimed to address concerns and find solutions to challenges hindering the growth of the digital financial sector.
The Association, led by the General Secretary, Mr. Evans Otumfuo, raised several key issues, including network challenges, security of investments, mobile money fraud, and the unavailability and high cost of SIM cards.
On SIM registration, Hon. George clarified that a comprehensive exercise would be conducted, governed by a fresh Legislative Instrument (LI) to ensure a solid legal basis. The exercise would feature automatic verification via text messages and biometric matching against the NIA database, with telecom companies bearing the cost of verification.
The Minister also highlighted the implementation of a Central Equipment Identity Register (CEIR) to combat phone theft and block stolen devices globally.
He advocated for a shift towards e-SIMs to enhance regulatory control and mitigate issues of physical SIM availability and fraud.
Regarding mobile money fraud, Minister George emphasized that proper SIM registration and the CEIR would drastically reduce incidents by flagging fraudulent numbers across all networks. “The Ministry plans to mandate increased public education on secure data management and the importance of not sharing PINs”, he added.
The Mobile Money Agents Association expressed appreciation for the Minister’s detailed explanation, deeming it “insightful and forward-looking” and a potential “game changer” for enhancing security and protecting businesses. They pledged their full support in communicating these vital initiatives to the public.
