Overview of the DP Secretariat

The Development Partners (DPs) Secretariat is an administrative and coordination unit situated within the Ministry of Communications, Digital Technology and Innovations (MoCDTI). It serves as the central platform for engagement between the Ministry and Development Partners, providing structure and support for collaborative efforts that advance Ghana's digital transformation agenda. The Secretariat ensures that engagements are harmonized, transparent and aligned with national development goals.

Core Functions

Facilitating collaboration and synergy among Development Partners, preventing duplication and ensuring efficient resource use.
Coordinating communication – timely, consistent information exchange across the digital ecosystem.
Monitoring and reporting – tracking digital transformation initiatives, DP-supported projects and government agency activities.

Coordination Structure

The Secretariat

Administers coordination, maintains DP database, manages communications, supports tri-annual meetings with Co-Chair.

Co-Chair

Elected annually from DPs, provides leadership, technical support and moderates meetings.

Development Partners

GIZ, World Bank, EU, UNDP, ITU, UNICEF, Tony Blair Institute, Mastercard Foundation, WFP, British High Commission, and others.

MoCDTI ensures DP interventions align with National Digital Policy and government priorities.

Secretariat Personnel

Lead Coordinator

Oversees all coordination activities, main liaison between Ministry and Development Partners.

Technical Officer

Deputy Director of RSIM

Manages communications, maintains DP database, prepares technical documents for coordination.

Administrative Support Officers

3 Officers from MoCDTI

Logistical and clerical support: scheduling meetings, proceedings, report writing, records management.

Reporting & Communication: After each tri-annual meeting, minutes are circulated. Annual Report summarizing DP contributions. Quarterly Update tracks ongoing initiatives.
