LEGISLATIVE REVIEW EXERCISE

CALL FOR COMMENTS

The Ministry of Communication, Digital Technology and Innovations (MoCDTI) is spearheading a comprehensive legal framework revision of existing legislations of Agencies under the Ministry and the development of other laws to regulate certain aspects of the digital ecosystem, considering the evolving nature of technology.

This initiative aims to modernize Ghana's digital governance architecture. It also seeks to establish a coherent, modern, and comprehensive legal framework that effectively governs all agencies under the Ministry of Communication, Digital Technology and Innovations, ensuring regulatory clarity, operational efficiency, and alignment with international best practices.

New laws to be developed

  • Data Harmonisation Bill
  • Digital Economy and Innovation Development Fund Bill – formerly GIFEC in Electronic Communications Act
  • Misinformation, Disinformation, Hate Speech and Publication of Other Information (MDHI) Bill, 2025
  • Emerging Technologies Bill
  • Ghana-India Kofi Annan Centre of Excellence in ICT Bill
  • Ghana Innovation and Startup Bill
  • Ghana Domain Name Registry Bill – formerly provided for in Electronic Transactions Act

  • National Communications Authority (Amendment) Bill
  • Electronic Communications (Amendment) Bill
  • Electronic Transactions (Amendment) Bill
  • National Information Technology Authority (Amendment) Bill
  • Postal, Courier & Logistics Services Commission (Amendment) Bill
  • Ghana Meteorological Authority (Amendment) Bill
  • Cyber Security (Amendment) Bill
  • Data Protection Commission (Amendment) Bill
